Chairman since November 2004, Mr. Giffin is a Principal in the Tillinghast business of Towers Perrin, the insurance management and actuarial consulting unit. He is located in New York as part of the Latin American Regional Headquarters, assisting global financial services and local market clients in expanding and improving their operations. He specializes in multinational insurance strategies, P&C and life lines, bancassurance and other integrated financial service strategies, M&A transactions and integration, strategy implementation, regulatory issues, and competitive market analysis. In assessing market entry potential for major multinational companies, he has analyzed the application of local and domestic country regulation to insurance operations in numerous countries.

Prior to joining Towers Perrin in 1983, Mr. Giffin served as Consultant for the Harvard Institute for International Development (HIID), as Director of Management Services for the National Association of Insurance Commissioners, as First Deputy Commissioner for the Massachusetts Division of Insurance, and as Chief Counsel for the Pennsylvania Insurance Department. Through HIID he assisted the Indonesian Ministry of Finance in drafting insurance laws and regulations and establishing an insurance regulatory authority and processes.

Mr. Giffin holds an MBA degree (Boston University), a JD degree (University of Wisconsin) and a BA degree (College of Wooster). He currently serves as Vice President of the International Insurance Society, and is a member of the IIS Board of Directors and Executive Committee, as well as Program Chairman. He is a frequent speaker and author of numerous articles on strategic management of domestic, foreign and global insurance operations.
