Missing Markets: Why Isn't the Whole World Insured?

The terrible hardships inflicted by tsunamis, famines, earthquakes, and floods repeatedly demonstrate the vulnerability of people everywhere to the perils of nature. Viewing heart-wrenching scenes of mass devastation and suffering, it is easy to wonder "Why don't they have insurance to help them recover?"

The economies of roughly a dozen developed countries, with 85 percent of the world's insurance, usually bounce back from such unanticipated shocks readily. Without the cushion of vibrant insurance markets, however, the other three quarters of the world's population falls further behind each time disaster strikes. If they also could manage their risks more efficiently before these losses occur, they would need less relief aid after the loss.

On November 10 the International Insurance Foundation's Annual Symposium will examine ways to strengthen the world's insurance markets. Experts from the World Bank, the International Association of Insurance Supervisors, the United States Agency for International Development, the insurance and reinsurance industry, and others involved in providing insurance technical assistance to developing countries will share their experiences and insights. This provocative event will analyze obstacles to efficient insurance markets in developing countries and suggest strategies for overcoming them.

For the development community this symposium will be an opportunity to learn about the often overlooked role of insurance in economic development. For the insurance industry the symposium offers new insights on potential markets and the critical success factors for operations in those markets. And for everyone the symposium is a great place to exchange ideas since it brings together in one place the industry, academic, and governmental resources of the IIF network.
